Chapter 19 opens with Israel at the foot of Mount Sinai where God invited His people into a covenant relationship. He then explained that relationship through His commands and to build a Tabernacle to dwell among His people. The faithfulness and holiness of God is revealed, but so is the sinfulness and selfishness of people is revealed.
